DCYA Childcare Programmes 2016/17 Contracting Timeline and Next Steps

 

The Contracting process for the Department of Children and Youth Affairs (DCYA) Childcare Funding Programmes will begin shortly for the 2016-2017 ‘Programme Call’. The process this year will differ from previous years as it will be carried out by service providers on PIP.  Please see below a summary of the announcements made in recent weeks and the next steps in relation to the re-contracting process.  Please see also a Programme Readiness Timeline for the coming weeks, up to September 1st 2016.

PIP Authorised User (PAU)

This is the process for ensuring that the correct legal person authorised to sign contracts on behalf of the early years service. The steps are:
a) Formal identification of the legal person to sign the contract,
b) Setting the ‘PAU’ up as a PIP User – if not already in place
c) Completing a PAU mandate.
This needs to be done before you can enter into contract on PIP for the upcoming programme calls for ECCE, CCS/CCSP & TEC 2016-2017.

ECCE TEC & CCS/CCSP Programme Contracts 2016-2017

Department of Children and Youth Affairs (DCYA) Childcare Funding Programme contract agreements for the DCYA Childcare Funding 2016-2017 ‘Programme Call’ will be processed through the Programmes Implementation Platform (PIP) from the 29th July 2016.

 

Fees List & Service Calendar

The new look Fees List and Service Calendar will be available through PIP from the 15th July 2016.

This process is expected to make the former ‘Fee Payment Policy’ process easier and more streamlined for service providers.  It will also help in autocompleting the Standard Parent Information letters and the service calendar will replace the payment calendar.

Sample templates are currently available through your CCC to help you to prepare your fee rates and calendars for the 2016-2017.  The sample templates will give you get a sense of what you will need to input to PIP when they ‘go live.’

CCSP

Community Childcare Subvention (Private) Programme

The DCYA is currently accepting applications from private childcare providers to join the CCS (Private) Programme (for the remainder of the 2015/16 Programme Call only).

The deadline for applications is Monday 1st August 2016. Services wishing to apply to enter the CCSP Programme for September 2016 must complete the online contracting process on PIP

Additional Information

Preliminary Payments 2016-2017

CCS/CCSP Preliminary Payments will begin on the 19thAugust 2016.

ECCE Preliminary Payment will begin on the 25th August 2016.

TEC 1st Payments will be made from the 1st September 2016.

Registrations & Eligibility Window

ECCE Programmes will open for registrations from Monday 22nd August 2016. 

The TEC Programme will open for registrations from Monday 29th August 2016.

CCS Programmes will open for registrations from Monday 12th September 2016.

Please Note:

  •      CCS Eligibility will be based on documentary evidence dated any time between the 12thSeptember and the 14th October 2016.

  •    The CCS Snapshot window will open from the 19thSeptember 2016 to the 14th October 2016. Further details to follow.

CCSP Programme Eligibility is  as per the original guidelines – i.e. documents dated no earlier than 1 month prior to childcare start date
